Rosemary Beach is a Florida Panhandle beachfront community established 1995 with 500+ single family residential units (valued individually  $1m-$15m), several condominium properties (valued individually $500k-$7m);, 1/2 mile POA Common area pristine beach, annual budget currently range of $7m, xx full time staff & xx seasonal staff, Town Manager tenure historically 10 years, Governance is by 7 member Board of Owners elected to three year terms annually.  Roughly 70% investment/rental properties, 30% full or mostly full time Owners


 The Town Manager is responsible to the RBPOA Board of Directors to carry out policies and directives.  Directs the Associate Site / Security Manager, the Association Assistant Manager and Accounting / HR Manager in the overall day-to-day management, operation, and administration of the town.  Manages all RBPOA facilities, assets and common property.  Coordinates, manages and directs all activities pertaining to personnel, finance, planning, operations, maintenance, safety and community services and programs through the utilization of hired staff, volunteer committees, outside contractors and consultants.  Acts as liaison and official representative for the RBPOA with developers, governmental agencies and leaders, civic organizations, local businesses, commercial members and the general community.  Aids Association Assistant Manager in the coordination and resolution of resident concerns and issues.  Recognizes the need for special projects and communicates this need to the Board.  Accomplish special projects and assignments as directed.  Work with the Town Center Representative and the merchants to insure coordinated operation of the town center.  Inform the RBPOA Board on all material or significant issues that may affect the community.  Serve as the principal advisor to the RBPOA Board of Directors on all matters of policy and community issues.  Work directly with county and state personnel on community issues.




  • Direct the administrative activities of the organization to include all legal records, documents and files, logs, schedules, member records and information, reports, studies, plans and routine correspondence.
  • Coordinate the preparation of all board meeting agendas, Board books and minutes.  Research, coordinate and prepare all motions for board consideration.
  • Administer all personnel policies, compensation plans and programs including but not limited to staff performance appraisals, merit increases/bonuses, benefits, recruitment, retention, placement, discipline and severance of all RBPOA employees.
  • Develop and make recommendation to the RBPOA Board of directors on organizational needs and resources, staffing requirements, program requirements, benefits and salaries/wages for all RBPOA employees.
  • Ensure that all departments are adequately staffed and trained in order to accomplish approved goals.
  • Establish and set salaries/wage rates for all RBPOA employees, except for the position of Town Manager, which shall be set by the RBPOA Board.
  • Manage all bids and contracts on behalf of the RBPOA in accordance with policy.
  • Ensure that the RBPOA has the proper equipment and resources to accomplish the goals and objectives as provided by the Association’s Declaration, Bylaws, Articles of Incorporation and as approved by the RBPOA Board of Directors.


  • Responsible for the preparation, coordination and execution of the annual operating and capital budgets as approved by the RBPOA Board of Directors.
  • Establish sound procedures for the timely collection of assessment fees, legal fees and violation fines, accounts receivables and other revenues.
  • Direct the preparation for all audits in coordination with the RBPOA Board, Treasurer, Finance Committee and the auditor.
  • Coordinate the Association’s investment program in accordance with established policies and procedures.
  • Coordinate, recommend and manage the Association’s risk management program.
  • Conducts planning and research and makes recommendations pertaining to short- and long-range financial planning.
  • Recommend policy to the RBPOA Board of Directors.


  • Responsible for attaining all required permits, licenses and certificates needed to carry out the affairs of the Association.
  • Develop and coordinate short- and long-range operational and maintenance plans.
  • Research, analyze and make recommendations pertaining to capital asset replacements and repair requirements.
  • Recommend policy to the RBPOA Board of Directors.


  • Attend all RBPOA Board meetings, special meetings and other committee meetings as required.
  • Provide advice and support to the RBPOA Board, its subcommittees and standing committees on matters pertaining to policy and procedures, interpretations of the covenants and the enforcement of violations and rules, mediation of disputes, research of policy and legal issues. Provide staff support for the same.  Coordinates all appeals to the RBPOA Board of Directors.
  • Conduct annual training and educational seminars for all RBPOA Board Members. Conduct committee member orientation and educational seminars as necessary.
  • Coordinates and prepares agendas and minutes for the Beautification and ad hoc Committees.
  • Maintain lines of communications between the Board, committees, staff and the community.
  • Coordinate the Annual Elections, referendums, Annual Meeting and other official community events.
  • Provide liaison and coordination with legal counsel, special consultants, experts and outside contractors on behalf of the Association.
  • Make specific recommendations as to selections of the Association’s legal counsel(s), insurance firm(s), auditor, and other professional services.
  • Coordinate the development of the community’s strategic plan.
  • Maintain an active affiliation and participation with the Community Association Institute (CAI).
  • Recommend policy to the RBPOA Board of Directors.


  • Bachelor’s degree or beyond in Management, Business Administration or Public Administration
  • Proven track record in Florida coastal town/association management
  • 5-7 years experience at senior level management preferred
  • Experience in policy development and interpretation, budgeting, financial management, risk management, human resources, facilities management, maintenance, operations, planning and public relations
  • Decision making skills
  • Excellent personal interaction skills
  • Strong management and leadership skills
  • Community Association Manager License and previous CAM work experience


  • Mostly sedentary, some driving required
  • Must be able to sit for long periods of time and use a computer keyboard with brief intermissions to retrieve files/data and or deliver messages, etc.
  • Physical effort requiring some bending, and/or stooping to stock or move office items. Lifting and/or pushing or pulling of objects 20 -50 pounds on occasion
