The Resident Services Manager (RSM), as a member of the senior management team, requires dedication toward continually improving the efficiency of covenant operations. The RSM acts as an advisor to the General Manager (GM) and the Board of Directors (BOD) on all matters relating to policy specifically related to Covenants administration and enforcement, disclosure/resale, and annual inspections to ensure that all policies are in accordance with the Association’s Governing Documents, Federal and State Statues, Architectural guidelines, as well as the Property Owners Act of Virginia. This position will serve as AVCA staff liaison to the Architectural and Environmental Review Committee (AERC).

Ensure all covenant inspections are conducted in accordance to all Governing Documents, Federal and State statutes, and Architectural Guidelines.

Manage covenant staff and provide annual reviews for each individual covenant staff. Provide to the GM annually an assessment of staff.

Oversee all aspects of the covenant area to include but is not limited to, all correspondence, annual inspections and reinspects, disclosure items, PUDS, and properties which have been assessed.

Acts as intermediary with owners and all covenant staff to assist in prompt response to questions/ problems. Meet personally with homeowners as requested/required to mitigate issues.

Prepare covenants presentation for the monthly Board books along with staff.

Update and maintain covenants software, disclosure packet, shared network drive, policies and procedures, A&E guidelines, and property files.

Attend all Board of Director and Architectural & Environmental Committee meetings.

Perform other duties as assigned by the General Manager.


A Bachelor’s Degree is required, preferably in Business Management, or Administration. However, the degree requirement can be waived at the General Manager’s discretion for highly qualified candidates possessing a minimum of 5 years of comparable management experience and supervising a team of no less than 4 members. The RSM position requires the Community Associations Institute (CAI) certification of CMCA.
