EFFECTIVE DATE: January 2023

PAY: $85k-$95k per year, Along with a robust benefits package.


ABOUT OCEANSIDE COMMUNITY ASSOCIATION (OCEANA):

Oceana is a planned unit development of 932 homes, with a variety of floor plans (both attached and detached) a clubhouse, wood shop, art room, lapidary shop, two pools and spa, card game rooms, billiards, pickleball, and a golf course. Built in the late 1960s and early 1970s, this over-55 community is governed by a Board of Directors comprised of and elected by Oceana homeowners. Several committees provide assistance to Board functions and community activities, and currently an on-site management staff provides maintenance and management services.


JOB SUMMARY:

The General Manager, acting under the direction of the Board of Directors, manages the homeowner association utilizing analytical ability, judgment based on the law, and decision making. The General Manager must have a comprehensive knowledge of civil code requirements, management practices, accounting procedures, personnel practices, Davis-Stirling Act, Association CC&Rs and Bylaws, inventory, procurement, contract relations, association maintenance and safety practices.





DUTIES AND RESPONSIBILITIES:

Administration:

  • Inform and guide the Board of Directors on legal requirements according to the Davis-Stirling Act, CA Code and Governing Documents.
  • Supervise all personnel to ensure they follow Association policies in accordance with all applicable laws and Governing Documents.
  • Maintain contact with Association’s attorneys under guidelines established by the Board of Directors.
  • Assist Board of Directors in litigation preparation as needed.

Budgeting:

  • Assist in preparing operating fund and reserve fund budgets for the Association in coordination with the Finance Committee and the Board of Directors.
  • Make budget recommendations to the Board of Directors for approval.
  • Accounting
  • Ensure accurate fund management and timely reporting.
  • Monitor all expenditures by staff in relation to budget accounts.



Procurement and Contract Relations

  • Create RFP requirements and present vetted vendors for contract consideration.
  • Accept contracts per specifications upon approval from the Board of Directors.
  • Work with insurance brokers and adjusters and provide updates to the board.
  • Perform a final inspection prior to final payments to vendors on special projects or renovations and present to the Board of Directors for approval.

    Maintenance
  • Supervise and coordinate with Facilities Manager to plan, prioritize, schedule and supervise landscaping and maintenance projects.
  • Work with the Facilities Manager, inspect Association property, and take appropriate course of action to ensure compliance with annual Insurance Inspection.
  • In conjunction with HR and the Board of Directors, responsible for the hiring and terminating employees as well as managing personnel issues according to the law and standard human resource procedures.
  • Supervise a staff of 10-15 employees and conduct interviewing, hiring, orientation, evaluating, training and potential termination of Association employees. Provide staff updates to the Board of Directors via Executive Meetings.
  • Approve payroll biweekly payroll.
  • Maintain, supervise and ensure professional and accurate work product from staff.
  • Review and update Employee Manual in coordination with the Board of Directors.



EDUCATION AND QUALIFICATIONS REQUIRED:

The requirements listed below are representative of the education, qualifications, and/or abilities required:

  • CCAM membership and CACM certification designation preferred. Must be able to complete within first 6 months of employment.
  • Related experience equivalent to a minimum of 3 years HOA property management.
  • Ability to effectively coordinate multiple projects, use time management skills and exercise independent judgment.
  • Demonstrate communication, professional business image and diplomacy skills for Board, staff, homeowners, vendors and community.
  • Ability to work with confidential, sensitive information and use diplomacy in communicating such information.
  • Possess strong computer software literacy. Experience with ADP, AppFolio and REA accounting systems is preferred.
  • Ability to communicate effectively with 932 homeowners and residents.
